It's always best to place your highest bets when the count is positive. Now, when the count is either zero or negative, you need to be conservative. This numbers indicate that there are less 10s and Aces in the deck and that your chances of winning are fewer.
You always need to begin your card counting at the shuffling of the decks. You can't jump into the middle of a game and start counting, because you don't know what has already been played and your count won't be right.
